18 States Could Legalize Cannabis by 2020

A new report predicts that 18 U.S. states will legalize recreational marijuana by 2020, which represents a significant increase from the four states that have currently legalized adult-use marijuana or are considering doing so.

The ArcView Research report – due out in February – based the predictions on a number of factors, including the number of advocates already on the ground in those states. In addition to these factors, the pace of legalization will depend largely on the federal government’s stance on the drug moving forward, whether or not states face any issues, and the amount of money that pro-marijuana lobbyists are willing to spend versus anti-marijuana campaigns.

ArcView Research claims in the report that, “2014 will be remembered as a year when … a sense of inevitability about national legalization became conventional wisdom among elected officials and the general public.” These sentiments may be a bit premature, based on the latest polling data, which still shows a relatively narrow margin for pro-marijuana beliefs. Of course, the good news is that polling numbers have been constantly improving over time.

On the other side, there’s also the possibility of an unexpected boost for the pro-legalization movement. These events could include an endorsement from a major politician, significant funding from a wealthy individual, or any number of other events on a legislative level. One such event was the de-facto legalization of medical marijuana in the recent U.S. spending bill, although the legislation will require renewals over time to remain in tact.

There’s little doubt that the cannabis industry will continue to pick up steam, but it remains to be seen just how fast the wave of legalization moves over the United States.
